PAGCOR Licensing
What It Does and Does Not Cover

Licensing is the only thing standing between you and no recourse at all. Here is how to check it, and what it actually guarantees.

Regulator

What PAGCOR is

The Philippine Amusement and Gaming Corporation is the government-owned body that regulates and licenses gambling in the Philippines, including online operations offered to Philippine players.

Scatter Meter is not a casino and holds no licence. We display slot data. This page is general information about how licensing works, not legal advice and not a recommendation about where to gamble.

Checking

How to verify a platform

1
Look for the licensing statement
A licensed operator states its position plainly, usually in the footer. If you cannot find it in a minute, treat that as informative.
2
Check the name matches
The licensed entity is not always the brand name on the site. A mismatch worth noticing is a brand claiming a licence held by an unrelated company.
3
Verify against the regulator, not the site
A logo on a page is an image. The regulator’s own published list is the authority.
4
Read the terms that follow from it
Licensing establishes recourse exists. The withdrawal terms determine whether you will need it.

Limits

What a licence does and does not mean

✓
Does mean: the operator is accountable to a regulator, and there is a complaints route if a withdrawal is refused.
✓
Does mean: games are expected to use tested random number generators.
✗
Does not mean: the games are beatable. The house edge is in the RTP and licensing does not change it.
✗
Does not mean: the bonus terms are fair to you. Read them separately.
A licence is not a recommendation
Nothing on this page suggests gambling is a good use of your money. Every licensed slot has a house edge designed in. responsible gaming has help and resources if gambling has stopped being entertainment.

Context

Where meter data sits

Scatter Meter tracks slot data across licensed platforms’ games. Readings come from direct provider API integrations across 814 games and 15 providers, refreshed every 10 seconds. methodology documents the full pipeline and its limits. No meter predicts a spin — slot outcomes come from a random number generator and every spin is independent of the last. how slot RNG works explains the mechanism, and methodology sets out exactly what our readings do and do not show.
